Parliment passed this act to protect the landholders in England. It forbade the import of corn until domestic markets recovered. This lead to really high bread prices, and contributed to unrest among the lower classes. With food so expensive, people started to starve and began coming together to protest laws made against their interests. The law mostly benefited landowners because they were the ones growing corn. Because Parliament was composed mostly of landowners, they had no interest in repealing it.
