Toronto was a couple years behind Britain's industrial revolution, so it would make sense for there to be less class conflict than Manchester (https://www.toronto.ca/explore-enjoy/history-art-culture/museums/virtual...). The change is setting from one country to another signals a resolution of conflict by leaving the system.
